The vision of the Port Pirie Regional Council is to promote "a quality lifestyle in a dynamic and prosperous region". The council strongly supports the Smelter's role in the city and believes the Smelter's future and success is a major part of achieving this mission. As such, the tenby10 project is of utmost significance to Port Pirie and the council is proud to be a supporter and key sponsor of the program.
ENVIRONMENTAL HEALTH CENTRE (EHC) - Country Health
The Environmental Health Centre is responsible for the delivery of the Port Pirie Lead Implementation Program. The program is designed to assist the local community in achieving an acceptable balance which safeguards the health of local residents, ensures the ongoing viability of the world's largest lead smelter and promotes the sustainability of the City of Port Pirie. The major focus of the program is to reduce household lead dust exposure for pregnant women and children below the age of five years. The service investigates the ongoing pathways of lead exposure, provides community education on minimising exposure and monitors exposure by providing free routine blood lead testing for pregnant women and young children.

PORT PIRIE INVESTIGATION GROUP - Central Department of Health
The Port Pirie Investigation Group is responsible for providing scientific and technical support to the Environmental Health Centre, in particular this includes the quarterly analysis of children's blood lead levels. The major focus of the group is to research lead exposure pathways and lead sources to ensure that strategies to reduce lead exposure are based on scientific evidence.
The Environment Protection Authority is South Australia's primary environmental regulator, responsible for the protection of air and water quality and the control of pollution, waste, noise and radiation. The EPA encourages environmental responsibility by working with the community, industry and governments to achieve a healthier and prosperous environment and a sustainable future. As such, the EPA considers the tenby10 project vital to Port Pirie, as the sustainable and positive future of both the city and the Smelter depend on its success.
The Port Pirie Smelter, owned and operated by Nyrstar, is an integrated multi-metal smelter and refinery, with flexibility to process a wide range of lead-containing feedstocks to produce refined lead, silver, zinc, copper and gold. The site capacity is approximately 235,000 tonnes of refined lead and lead alloys, 16 million troy ounces (500 tonnes) of refined silver and approximately 45,000 tonnes of zinc. Other by-products include copper, gold and sulphuric acid. The Smelter is committed to reducing blood lead levels within the Port Pirie Community. In partnership with the Environmental Health Service, the Port Pirie Regional Council, the Department of Health and the Environment Protection Authority, Nyrstar is working hard to play their role in achieving the tenby10 goal.

The tenby10 Project is governed by the tenby10 Executive, which is made up of senior representatives from the key stakeholders, the Port Pirie Regional Council, the Environment Protection Authority, the Department of Health and the Port Pirie Smelter.
The Executive believes that everyone in the Port Pirie community has a right to expect no adverse health impacts from exposure to lead emitted by the Port Pirie Smelter and is committed to a sustainable and healthy future for both the community and the Smelter.
The Executive agrees that blood lead levels of children in the Port Pirie community are unacceptable. It also acknowledges that no one organisation alone can address the problem and therefore agrees that members will work co-operatively in an integrated whole of government local government industry approach to reduce lead in blood in children in the Port Pirie community
The Executive meets regularly and will report progress of the tenby10 Project openly and transparently to the community, Government and other stakeholders.

Board Member: Mr Matt Howell
GENERAL MANAGER
PORT PIRIE SMELTER
Matt comes to Port Pirie with 22 years in the base metals industry. His experience includes operational roles in the United States and China, in addition to all Australian smelters operated by the Port Pirie Smelter. Matt had prior lead smelting experience as General Manager of Australian Refined Alloys Pty Ltd, which operates secondary lead recycling facilities in Sydney and Melbourne. As a result, he is familiar with the complex environmental, social and community issues associated with lead smelting. Married with three young children, Matt is delighted to be involved with a partnership approach that will not only deliver improvements to children's health, but ultimately improve the sustainability of the Smelter and the Port Pirie community.

Board Member: Dr Andrew Johnson
CHIEF EXECUTIVE OFFICER,
PORT PIRIE REGIONAL COUNCIL
Dr Andrew Johnson has over 15 years experience at senior management level within local government. Andrew has served on a number of regional and national committees with a variety of organisations. Andrew is a CPA, holds an MBA, has a PhD in local government economics from the University of New England, and has also won several industry awards. Andrew is passionate about improving the lifestyle and opportunities available to the community and is pleased to be playing an active role in meeting the objectives of the tenby10 program for the future we all want.

Board Member: Helen Fulcher, CHIEF EXECUTIVE OF THE ENVIRONMENT PROTECTION AUTHORITY, SOUTH AUSTRALIA
The Environment Protection Authority is South Australia's primary environmental regulator, responsible for the protection of air and water quality, and the control of pollution, waste, noise and radiation. Helen is reinforcing the focus of the EPA on effective relationships between industry, licensees, local government and the community. And also finding ways for the EPA to support business to reduce environmental impacts and use resources better, through the promotion of good environmental practice. Helen has over 16 years experience at the senior executive level within government, including senior executive roles in South Australia, Western Australia and New Zealand. Helen has also held significant roles within local government and education.

Board Member: Dr Kevin Buckett
DIRECTOR OF PUBLIC HEALTH
SOUTH AUSTRALIAN DEPARTMENT OF HEALTH
Kevin has been with the South Australian Department of Health since 2001 and has been Director of Public Health since 2003. His responsibilities include the scientific and medical evaluation of lead exposure and health impact assessment in Port Pirie. Before coming to South Australia, Kevin was Director of Environmental Health with the Commonwealth Department of Health and Ageing in Canberra, where he was responsible for the development and publication of Australia's first National Environmental Health Strategy.

EXECUTIVE DIRECTOR, SERVICE OPERATIONS AND EARLY CHILDHOOD, CHSA
Tom has vast experience in the area of Health service management and Aboriginal health, having worked in the fields in both South Australia and interstate for many years. Early in his career, Tom worked with the South Australian Health Commission as a Special Project and Planning Officer. He was also CEO of the Wudinna and Districts Health Service, Port Augusta Hospital and Health Service and Finance Manager of the Iwantja Community, Indulkana South Australia. He has held the position of Regional General Manager for the Eyre Regional, South East Regional Health and Mid North Regional Health Services and was also the Regional General Manager of the Orana West District Health Service for the NSW Department of Health.

Guiding Principles
Members of the tenby10 Executive:
* Are the CEO's of the Department of Health (DoH), the Environmental Protection Authority (EPA), the Port Pirie Regional Council (PPRC), and the General Manager of the Port Pirie Smelter (ZPPS).
* Acknowledge the current levels of lead in blood ("LIB") in children under the age of 4 years in Port Pirie represent an environmental and social issue, which must be addressed.
* Accept, for the Port Pirie Smelter to have a sustainable future, both the Smelter and the community of Port Pirie must have a positive profile with respect to lead.
* Recognise that any one party cannot resolve the LIB issue and it is the responsibility of all members of the tenby10 Executive to work in an aligned way to collectively resolve the issue.
* Have established the tenby10 Goal of having at least 95% of children under 4 years of age below 10 µg/dl lead in blood by the end of 2010.
* Agree that each member organisation will develop its own respective strategies and action plans in support of the tenby10 Goal.
* Will establish a Working Party to develop and implement strategies and action plans to deliver on the tenby10 Goal, will drive this outcome, and closely monitor progress. The Working Party shall include representatives of the DoH (including a representative of the Port Pirie Environmental Health Centre), EPA, PPRC and ZPPS.
* Will report progress of the tenby10 Project openly and transparently to the community, Government and other stakeholders.
* Agree that ZPPS will hold key accountability for overall Project Management of the tenby10 Project.
Meeting Structure
* The Executive to meet quarterly at a time and venue to be determined at each meeting (Port Pirie proposed for initial meeting then rotation of venue)
* The Executive will be asked for Agenda items they wish to have included 3 weeks prior to meeting
* The Executive to be provided with an Agenda, "Board Paper", and Project Status at least 2 weeks prior to meeting
* The Port Pirie Smelter will chair the meeting and provide minutes
